Every purchaser is recorded on this entity's counterparty ledger as an active commercial relationship. While that relationship is active (and for 365 days after it ends), any dispute naming the purchaser's organisation as a party is automatically declined. Organisations already identified as material IDR filers, payers, or plan administrators cannot purchase a pre-check at all.

One row per line item: the state and plan type, the service category and date, the open-negotiation dates, the initiation date, and whether the dispute is batched. Nothing about the patient is asked for or wanted.
