Trilatic is preparing to operate as an independent dispute resolution entity under the federal No Surprises Act (45 CFR 149.510). It decides disputes on the written record, within the statutory deadlines, and publishes how: its methodology, its service commitments, and its own operating record, with small cells suppressed. Its Arbitrator Workbench provides case-management software to other certified neutrals, who remain the deciders of record. Trilatic is the trade name of Ripplarity Inc, a Delaware corporation.
Not certified. An application for certification as an independent dispute resolution entity under 45 CFR 149.510 is in preparation. Not accepting disputes. Trilatic does not describe itself as certified, accredited, or approved by any regulator, and asks that coverage not do so either.

We publish the Agent Transaction Dispute Resolution Policy at /atdrp/v0.1, a proposed set of rules for deciding disputes that arise after an AI agent completes a purchase on someone's behalf. Card networks activated agent-initiated payments in 2026 and no accredited neutral for those disputes exists. The policy has been submitted to the relevant protocol and standards processes. It is a separate class of dispute from the federal process described elsewhere on this site.
Sourced analysis of the federal IDR public-use files and consulting or expert engagements on the process are described at /intelligence.
